I think this means, that you can post links on comments, on those blogs.

PR = PageRank. That would mean, that it is known blogs, and you can post links in comments without the Admin to delete it ;)

That is right Reinn :) Having links on high PR pages helps with your SEO. IE it helps you get higher up in google!
